Recovers After Funding Cut
Managua, July 17, 2002 -- In March of 2002, the
IHG lost its primary funding source upon which it had become
accustomed to rely. The cut was unexpected as the funders had
previously assured the IHG that the funding would continue at
least through 2003. This unexpected turn of circumstances threw a
monkey wrench into the development plans of the IHG, as the
growth in the number, intensity, and scope of its projects, as
well as the numbers of active volunteer participants had grown to
such that the IHG had been forced to plan for a move to a larger
facility. When funding was summarily cut off, the IHG went into a
hibernation mode until its future plan for adjustment could be
determined. In April 2002, the IHG slowly got back on its feet
and began to work again with a limited number of projects and
personnel. A new funding source was found, and a new strategy
centered mostly on the success of the IHG's popular CE course and
a media PR campaign was initiated. The media PR campaign has been
effective in getting the Georgist message out ot the public.

CE Economics Course Graduates
Managua, July 17, 2002 -- The
Instituto Henry George's tenth intensive "Comprender la
Economía" Political Economy class graduated 44
students on July 10th. Almost all of class of 82
students who finished the course signed the IHG's ongoing
petition requesting government officials to study the Georgist
remedy and to implement feasibility studies. Of the 27
"Superior" level graduates of the July course, 23
arrived to the follow-up volunteer participation meeting and 14
registered to participate in the IHG's ongoing teacher
training course. This lastest course was taught by IHG teacher trainees, assisted by
the Director of the Insituto. The IHG is currently upgrading the
CE curriculum with new visual aids which are expected to greatly
increase the effectiveness of the CE course while making it

Deepens, Tax Reform Offers Opportunity to Address Its Cause
Managua, July 18, 2002 -- The reality of
Nicaragua six months after the change to its "new"
government was predictable. Increasing insecurity, recession,
unemployment and all the social degeneration that accompanies
economic "progress" in a system of privatization of
comunal land rents. The current agenda item of great importance
for the future of the Nicaraguan economy is the tax reform
project whereby the executive branch of the Nicaraguan government
is proposing the reforms handed to them by theWorld Bank and IMF.
The legislative assembly rejected the first proposal, but with no
feasible counter proposal, is simply dragging its feet as
backroom negotiations decide who are going to be the winners and
the losers in this zero-sum, no exit scenario. Taking advantage
of the current state of impasse, the IHG submitted a model tax reform
proposal to Economic Comission of the Nicaraguan
National Assembly on July 1, 2002, and initiated an intensive
e-mail, newspaper, TV and radio PR
campaign (photos) to bring the message of the
alternative georgist tax plan to the attention of the Nicaraguan
public and their governing representatives. The IHG campaign will
continue at its current level of intensity to take maximum
advantage of this unique opportunity.
The headline reads: "Nicaragua
Suffers One of Her Worst Crises". Meanwhile, a mother and
child rummage through garbage in a high rent neighborhood of
Managua.
